Accounting Tech - Citizen Svc
JOB SUMMARY
The incumbent, under the general direction of the Citizen Services Manager, is responsible for the initial contact of customers and employees needing assistance from Citizen Services in compliance with requirements of the Arkansas Department of Health, Arkansas Department of Environmental Quality, U.
S.
Environmental Protection Agency, and the Consent Decree; and in coordination with the Utility Department comprehensive strategic management plan.
ESSENTIAL DUTIES/RESPONSIBILITIES Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive.
Must show cooperation and respect to fellow employees and supervisors at all times.
All other duties as assigned by the immediate supervisor and/or department director.
• Provide general administrative and clerical support to the Citizen Services Program and the Citizen Services Program Manager, performing data entry, and preparing spreadsheets, correspondence, and other documents as needed.
• Assist customers with escalation requests, including adjustment requests.
• Post payments received from other departments into Munis manually on daily basis.
Including reversing returned payments, refunds, payment corrections, and other payment concerns per policy/ordinance.
• Responsible for updating accounts for Project Concern and bankruptcy notices in Munis.
Includes billing updates for services provided by other departments.
• Review and verify accuracy of invoices for requisition process.
• Retrieve mail daily and update logs.
Assist in preparation of mail for posting.
• Process Certificate of Occupancy emails received from Building.
• Responsible for annual updates to SOP’s and create drafts for newly created Standard Operating Procedures.
• Responsible for maintaining the monthly budget.
Assist the Citizen Services Program Manager and Deputy Director with budget requests as needed.
• Assist with testing processes as needed for bi-annual system upgrades.
• Assist Utility Management with customer account analysis, commercial account updates, and data collection and analysis for Rate Study.
• Coordinate and support workflows, activities, and projects with other departments or divisions.
SUPERVISORY RESPONSIBILITIES None QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Minimum Qualifications • High school diploma or GED • Minimum of two (2) years of experience in general office work involving payroll, accounting or financial records • Valid Driver's License • Knowledge of proper accounting standards and associated reporting requirements Preferred Qualifications • Associate’s Degree in Business Administration, Accounting, Finance or other related field OTHER SKILLS AND ABILITIES • Excellent computer skills and knowledge of word processing and spreadsheet programs.
The incumbent should possess proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint, Outlook, Word, and Excel as well as Adobe Pro.
• Ability to perform basic math and utilize spreadsheet applications to perform purchasing and other financial transactions • Use and terminology of requisitions, purchase orders, invoices, and other purchasing documents • Thorough knowledge of modern office practices, procedures, and equipment with aptitude to learn new software applications as needed • Organization and time management skills; Speed, accuracy, problem solving and analytical ability • Superior communication skills to include verbal, written, report writing, active listening, persuasiveness, and interpersonal skills with diverse audiences in various settings.
• Advanced analytical, critical thinking, and problem solving ability.
• Ability to tactfully handle sensitive matters with discretion.
• Strong organization and time management skills with ability to determine workload priorities to meet deadlines and goals.
• Requires intense concentration, strong attention to detail, and the ability to make quick decisions based upon established procedures.
POSITION DESIGNATIONS This position is not designated as essential during inclement weather events.
City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position.
This position is able to work remotely.
(based on need and supervisor approval) This position does have the potential to drive as part of their regular job duties.
This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).
PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
