Duties Provides technical advice to the Airfield Manager and his staff, commanders and staff of aviation units, and individual aviators regarding safety policies, practices, and procedures.
Provides interpretation of technical and general/vague criteria to assist in the formulation of appropriate control measures.
Represents the Chief of Safety and Airfield Manager at various meetings, seminars, and conferences to provide technical guidance and assistance for the integration of safety criteria into risk management plans and operation directives.
Assesses daily flight and ground operations to identify and mitigate risks to human and materiel resources and develop on-the-spot methods and techniques to eliminate unsafe acts and conditions.
Disseminates and provides guidance on safety-of-flight, safety alerts, safety-of-use, and safety maintenance messages.
Assists supervisors in achieving the highest degree of compliance with accident prevention goals and objectives.
Observes flight operations, aviation control operations, ground operations, and facilities within airfield to assess safety compliance, identifies operational, policy, or systemic issues and effects appropriate corrective action.
Plans and conducts surveys and analysis of airfield facilities and operations to evaluate program effectiveness and degree of compliance with applicable mandates, standards, and directives; to develop changes or modifications to work processes and equipment; to recommend solutions to resolve conflicts in safety criteria; and to develop abatement plans to engineer out or control hazards.
Conducts hazard risk analysis of each deficiency and assigns the appropriate risk assessment code.
Conducts opening and closing briefings with personnel in charge of facilities and operations to discuss the findings and recommendations.
Prepares final reports that outline the deficiencies noted and method of abatement.
Conducts accident investigations and serves as a technical advisor on investigation boards to determine and analyze contributing factors, systems defects, command climate issues, performance errors, standard failures, and establishes recommendations and corrective actions for each appropriate level of command having an effect.
Identifies accident trends and analyze information to provide technical reports that outline risk assessments and control measures to reverse or eliminate adverse trends.
Investigates operational hazard reports submitted to assess the identified hazard and method of correction.
Conducts trend analysis on accident data and provide commanders and managers an executive summary with countermeasures and/or the way ahead.
Develops material, schedules, coordinates, and conducts airfield safety council meetings, airspace and airfield safety briefings, safety training classes, and professional development classes.
Initiates and executes educational activities and promotes safety awareness at safety council meetings, develop and disseminate posters, articles, safety grams, newsletters, and brochures.
Ensures safety alerts are developed and disseminated for extremely high and high risk issues.
Requirements Conditions of Employment Federal employment suitability as determined by a background investigation.

Information Assurance Certification is a condition of employment.
Per DoD 8570.
01-M, the incumbent must achieve the appropriate IA certification within six months of assignment of these duties.
Controlled Unclassified Information (CUI) Training is a condition of employment.
Initial training is required within 2 weeks of assignment of duties or prior to access to CUI whichever occurs first and annually thereafter.
Privileged Safety Infromation (SP-PSI) Training is a condition of employment.
Initial training is required within 2 weeks of assignment of duties or prior to access to SP-PSI whichever occurs first and annually thereafter.
Must be able to obtain/maintain appropriate security clearance Must Complete the Aircraft Mishap Investigation Course (AMIC, WCIP05A) within 180 days of assignment of these duties.
Must Complete the Aviation Safety Program Management Course (ASPM, WCIP09B) within 180 days of assignment of these duties.
At the discretion of the Chief of Safety Air National Guard Chief of Safety/Air Reserve Component Chief of Safety Course (ARCCOS101) may be used to fulfill this requirement.
This position requires a valid state Driver's License in one of the 50 U.
S.
states or possessions to operate vehicles or incumbent must be able to obtain and maintain a valid state Driver's License.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications GENERAL EXPERIENCE: The primary purpose is to perform work in a broad range of air and ground safety; as well as, explosive and range safety, weapons safety program elements, such as inspections, surveys, evaluations, mishap investigations and safety training.
Use the Office of Personnel Management Individual Occupational Requirements in conjunction with the Functional Manager Specialized Experience Requirements below.
SPECIALIZED EXPERIENCE: 1 year equivalent to at least next lower grade level experience, education, or training performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops.
Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment.
Performed safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations.
Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
Additional information Veteran Preference may apply if the first two areas of consideration are not met.

Comprehensive knowledge of fixed and rotary wing aircraft operating characteristics, aircraft maintenance and repair operations, and characteristics of flammable and toxic fuels in order to interpret, recommend and implement accident prevention and hazard control techniques that will minimize or eliminate unsafe operations and conditions affecting human and materiel resources.
Comprehensive knowledge of tactical and non-tactical rotary and fixed wing aircraft operations, systems, and characteristics in order to identify, evaluate, and assess compliance with safety standards and directives from varying federal agencies to include FAA for commercial type aircraft and operations occurring at the airfield.
Applies this knowledge to assess flight and flight support procedures and operations and recommend changes to policies and practices as needed, resolve conflicts, and accommodate unique situations.
Comprehensive knowledge of accident investigation and analytical techniques and processes, and physiological and psychological factors in order to assess human, material, and environmental factors; identify and quantify cause factors; recommend corrective actions for all levels of the chain of command; formulate final reports; and formally brief the circumstances, findings, and recommendations to the organization chain of command.
Knowledge of techniques, concepts, and procedures applied by practitioners in related safety and health specialty fields in order to successfully review, evaluate, and advise on the complete range of aviation safety and occupational health issues inherent to the flight safety program.
Skill in devising innovative safety procedures to minimize potential for injury or property damage resulting from aviation operations,construction activities and equipment operations.
Working knowledge of DoD Mishap Classing, investigative responsibility determination, and investigation convening authority determination.
